Jean Lowrie-Chin MA JP

Jean Lowrie-Chin has combined her expertise in communications and management to create and serve several Jamaican organisations. She launched the well-known communications firm PROComm in 1979, and founded the Caribbean Community of Retired Persons – CCRP in 2010 (PROComm is the major sponsor of this organization). In January 2013, Jean and her husband and business partner Hubert Chin, founded PROCOMM Developments Limited (PRODEV).
The holder of BA (Hons) and MA degrees from UWI, Mona, Jean attended Convent of Mercy Academy – Alpha. She is author of the acclaimed ‘Souldance’, and has contributed chapters on Claude McKay, Carifesta 76 and her alma mater to several literary and historical publications. Jean is a popular columnist with the Jamaica Observer. She is a blogger and very active in social media.
She helped create and was the first editor of the Gleaner’s ‘Flair’ magazine. She worked at the Jamaica Daily News, taught English and Drama at Calabar High School and was PR Officer for Carifesta 76, learning at the feet of Wycliffe Bennett and Merrick Needham.
She is the recipient of several awards including The Women’s Media Watch Trailblazer Award, The Women’s Bureau Jamaica 50 Award and earlier this year, the Marion Ballysingh Award for Outstanding Volunteerism from CVSS.
Jean is a Justice of the Peace and chairs the Boards of PROComm and PRODEV. She serves on the Boards of CIBC First Caribbean Bank Int’l Jamaica, CCRP, Food For the Poor Jamaica, St. George’s College and is a member of the Medical Council of Jamaica.
Jean a life member of Women’s Media Watch, Past President of the PR Society of Jamaica, member of the International Women’s Forum, Women’ Leadership Initiative, Women Business Owners and other organisations.
A dedicated Christian, Jean is a Lector at Stella Maris Catholic Church. She created the PROComm Scholarship Fund for needy children in 2001. Jean and Hubert have two adult children, Anita and Noel, who are now making their contribution to the business, having completed their studies.

Dr. Winston Davidson, a public health specialist and telemedicine research pioneer currently serves as Professor, Public Health & Health Technology and Head of the University of Technology School of Public Health & Health Technology.
Professor Davidson received his medical training from the University of the West Indies during the period 1965 to 1971 and was successful in the American Examination for Foreign Medical Graduates in 1971. He also received his Diploma in Tropical Medicine & Hygiene (DTM&H) from the Liverpool School of Tropical Medicine, University of Liverpool, England in 1975. Professor Davidson is currently a Public Health PhD candidate at the University of Technology School of Graduate Studies.
Among his many positions held are:
- 1996-Present Executive Chairman, Tele-Medicine Limited,
- 1999-Present Chairman, Health for All Jamaica Limited,
- 1999-Present President & CEO, Telemedicine Diagnostic & Treatment Centre,
- 1997 – Present Head, National Telemedicine Research Project (Partly funded by personal funds and Government Grant and Loan
Professor Davidson has received a number of honours and awards in recognition of his work.
Among these are the Commander of the Order of Distinction for Services to Medicine in 2003 and the
“Pearl Award” for more than 30 years of distinguished and outstanding service to the People of Jamaica
as Justice of the Peace in the parish of St. Andrew in 2008.
He also has to his credit more than 120 presentations, papers and publications related to: Health Policy, Planning and Organizational issues; Primary Health Care; Drug Abuse Prevention, Epidemiology, Community Development, Public Health, Control of Communicable Diseases, Environmental Health, Philosophy, Telemedicine, Information Technology and Wellness.

His education journey spans Grange Hill Primary, Top Hill Primary, Munro College, Jamaica College, the University of the West Indies and the Royal College of Surgeons (Edinburgh).
His medical career has taken him to the May Pen Hospital where he served as Senior Medical Officer from 1975 to 2008; the Kingston Public Hospital (1971-1975 and 1979-1982) and the Morant Bay Hospital (1972).
Dr Dawes’ professional involvement includes:
