Council Members
The Medical Council of Jamaica provides key administrative leadership in regulating and overseeing medical practitioners to ensure high standards of healthcare.

Dr. Milton Hardie M.B., B.S., D.M. (O&G), F.A.C.O.G.
Chairman
Dr. Hardie is a Consultant Obstetrician and Gynaecologist who has been working in private practice since 1987. He received his early education at St Georges College from 1966- 1973 and later attended the University of the West Indies in the Faculty of Natural Sciences and then the Faculty of Medicine. He completed postgraduate work to obtain his Doctor of Medicine in Obstetrics and Gynaecology in1987 and became a Fellow of the American College of Obstetrics and Gynaecologists in 2011.

Dr. Edwin Tulloch-Reid. FACC
Raised in St. Andrew, Jamaica, Dr. Tulloch-Reid graduated from Calabar High School. A graduate of the University of the West Indies in Medicine, he completed a rotating internship at the Kingston Public Hospital before leaving to pursue post graduate training in Internal Medicine and Cardiology in the US and Canada.
Dr Tulloch-Reid successfully completed his Internal Medicine residency at New York Medical College’s Metropolitan Hospital Centre followed by a cardiology fellowship at the University of Montreal. He subsequently did an interventional cardiology fellowship and served as junior faculty at the University of Pittsburgh.
On his return to Jamaica, Dr. Tulloch-Reid served at the Kingston Public Hospital for 12 years first as Consultant Physician and subsequently as Consultant Cardiologist. He has served as Consultant Cardiologist, and Director of Clinical Services at the Heart Institute of the Caribbean since its inception. He also has a consultative practice at the Andrews Memorial Hospital where he is a board member.
Dr. Tulloch-Reid is an Adjunct Associate Professor of Cardiology at the University of Technology. He was formerly an Associate Lecturer in the Department of Medicine of the University of the West Indies where he remains an Honorary Consultant in the Department of Medicine.
Based on outstanding credentials, achievements and community contributions to cardiovascular medicine, Dr Tulloch-Reid was elected a Fellow of the American Collage of Cardiology. Fellowship is one of the most distinguished designations the College offers its members, and is the ultimate recognition of professional achievement.
His interests include travel, fitness, comparative religion and modern languages. This noted Cardiologist is fluent in Spanish, French and German and has served as President (Board Chairman) of the Alliance Francaise de la Jamaique. He remains an active member of the Jamaican German Society having previously served on its executive.
Dr. Tulloch-Reid believes in the concept of “health as a state of complete physical, mental, social and spiritual wellbeing” and is a strong advocate of the patient partnering with the health care professional for the promotion of a healthy lifestyle.
Dr Tulloch Reid has produced book chapters as well as coauthored publications in a wide spectrum of peer- reviewed international medical journals as well as the regional West Indian Medical Journal.

Is Head Division of Orthopaedics Department of Surgery, Radiology, Anaesthesia & Intensive Care, Lecturer Orthopaedic Surgery, UWI Head, Department of Orthopaedics, University Hospital of the West Indies and former Chairman of the Medical Council of Jamaica
After completing Medical School at The University of the West Indies, Dr Vaughan successfully completed his DM and went on to further specialty training in Orthopedics at Robert Jones & Agnes Hunt Orthopaedic Hospital, Oswestry, Shropshire UK, YsbytyGlanClwyd, Bodelwydden, North Wales.
Subsequent fellowship training at the University of Liverpool
has cemented his expertise in Orthopaedics.
Contributing to his scholarship is his publication of papers in peer-reviewed journals which contributes to his standing as Programme Director: DM Orthopaedic Surgery UWI Mona Examiner: MB BS Surgery

Prof. Kent Selbourne Pantry, CD, QC
Prof. Kent Selbourne Pantry, CD, QC, is a 1974 graduate of the University of the West Indies. He received his Bachelor of Laws with Upper Second Class Honors. He completed further Post Graduate training at the Norman Manley Law School and received a Legal education Certificate in 1976.
Pantry has been practicing law since 1976; He is currently the Associate Vice President, Legal Affairs for the University of Technology and serves as the Director of the Legal Advice Centre.
In his current capacity, Prof Pantry is responsible for all legal matters relating to the University including preparing and reviewing contracts, lease agreements, and legal issues in academic affairs, Staff and student issues.
Prof Pantry is the Former Founding Dean of the University of Technology Faculty of Law, Former Chairman of the Caribbean Regional Prosecutors’ Association and as served on the Board of the Legal Aid Council. Prof. Pantry has received the designation of Queen’s Counsel for excellence in advocacy in the higher courts.
In recognition of his outstanding service to Jamaica in the area of Law, Professor Pantry has received National Honours and is recognized as Commander of the Order of Distinction.
He was appointed to the Medical Council of Jamaica in 2016

Prof. Kent Selbourne Pantry, CD, QC
